Generalization of the content of the shortfall in the gross value added of the Kaliningrad semi-enclave

Abstract
The purpose of the article is to conduct a study to assess the impact of the semi-exclusive position on the gross value added of the Kaliningrad region. The literary sources devoted to the analysis of the problems of socio-economic development of the region in the conditions of isolation from the metropolis are summarized. It is emphasized that semi-exclusivity causes negative dynamics on the development of the economy and leads to a decrease in the level of well-being of citizens of the Russian Federation living in the Kaliningrad region. The author's methodology for assessing the reduction of regional added value in a semi-enclave is proposed and implemented. Economic growth is identified with the cargo turnover of transport in the region, which is compared with its work in the Russian Federation as a whole and in the NWFD. The dynamics of the difference between the adjusted GVA per capita in the Russian Federation, in the Northwestern Federal District and the Kaliningrad region for the period from 2016 to 2020 is analyzed. A regression analysis of the dependence of the adjusted GVA on the total amount of transported goods in the Kaliningrad region was carried out. The economic losses of gross value added per capita and for the entire population of the region are calculated. It is concluded that, per capita, the GVA grows more slowly in the Kaliningrad region than in Russia as a whole and the NWFD in particular. The economic characteristics of three possible directions of trade turnover from the territory of the Kaliningrad region are proposed. The preferences of choosing the best direction of development to attract investment in the regional economy of the semi-enclave are substantiated.
