Экономическая устойчивость агропромышленного комплекса в условиях санкционного режима: региональный анализ на примере Калининградской области

Abstract
В статье исследуется влияние санкционных ограничений 2022–2023 годов на экономическую динамику развития агропромышленного комплекса (АПК) Калининградской области. Анализируются ключевые операционные и финансовые показатели отрасли, выявляются специфические риски, связанные с эксклавным положением региона: рост тарифов на грузоперевозки (на 15 п. п. выше, чем в соседних областях), снижение экспорта продукции АПК (отклонение от тренда на 0,33 млрд. долл. США в 2023 году) и сокращение сальдированной прибыли предприятий. На основе данных Росстата и региональных источников доказывается, что негативное воздействие санкций на АПК носит опосредованный характер и связано преимущественно с логистическими ограничениями, а не с прямым санкционным воздействием. Предложены направления адаптации, включая диверсификацию экспортных рынков и снижение зависимости от импортных цепочек. Результаты исследования могут быть использованы региональными органами власти для корректировки программ поддержки АПК в условиях санкционного давления, а также для прогнозирования отраслевых рисков в других регионах России.
