Принципы экономической политики рыбохозяйственного комплекса

Abstract
Статья посвящена вопросам стратегического управления и повышения эффективности государственной экономической политики в отношении рыбохозяйственного комплекса (РХК) России. Авторы определяют РХК как стратегически важную отрасль, обеспечивающую продовольственную безопасность, занятость и экспортные поступления, и подробно анализируют интересы государства и вызовы, возникающие перед рыбохозяйственными предприятиями (РХП) в условиях высокой волатильности рынка и конкуренции.
В работе выявляются ключевые системные проблемы современной государственной политики в сфере РХК: чрезмерная унификация подходов, не учитывающая региональную специфику; недостаточное вовлечение региональных заинтересованных сторон в процесс принятия решений; и доминирование общегосударственных интересов, которое может вступать в противоречие с интересами локальных сообществ и бизнеса.
В качестве решения авторы предлагают набор взаимосвязанных принципов для формирования более эффективной политики. Среди них: стратегическое планирование, региональная дифференциация, учет пространственной экономики, адаптивность и учет специфики деятельности РХП. Внедрение этих принципов, по мнению авторов, позволит создать гибкую и устойчивую модель управления, способствующую развитию конкурентоспособного и социально ориентированного рыбохозяйственного комплекса России.
