Мотивационные факторы и барьеры развития малого и среднего предпринимательства в сфере автомобильных грузоперевозок эксклавного региона

Abstract
В статье анализируются мотивационные факторы и барьеры развития малого и среднего предпринимательства (МСП) в сфере автомобильных грузоперевозок эксклавного региона на примере Калининградской области. Исследование опирается на анализ отраслевой статистики, действующих механизмов государственной поддержки, а также результаты опроса 349 представителей транспортных компаний и индивидуальных предпринимателей. Выявлены ключевые проблемы, возникшие под влиянием санкционных ограничений: рост издержек, логистические и технические трудности, усложнение процедур на границах, а также недостаточная эффективность применяемых мер адаптации. Рассматриваются реализуемые в регионе меры поддержки МСП, проводится сравнительный анализ с зарубежными практиками. На основе полученных данных сформулированы предложения по совершенствованию инструментов государственной поддержки и рекомендаций для органов власти.
