State support of innovative industrial clusters as a factor of strengthening the competitiveness of the region

Abstract

The article presents a hypothesis about the impact of state support for innovative industrial clusters on ensuring the competitiveness of the region. The arguments confirming the put forward hypothesis are given. The reasoning is based on an analysis of the requirements imposed by the state on industrial clusters applying for state support, as well as the conditions approved in the framework of the state cluster policy. The continuity of monitoring the activities of innovative industrial clusters within the framework of state support is shown as a prerequisite for the mandatory fulfillment of all other elements of the list of requirements for industrial clusters applying for state support. The mandatory nature of the list of requirements for cluster applicants for state support is presented as a success factor for the functioning of clusters. The innovative nature of the activities of clusters that claim state support is characterized as the basis for ensuring the stability and competitiveness of the region in a crisis.

The features of the influence of state support for innovative industrial clusters on the competitiveness of the region through ensuring the economic and socio-economic security of the region are presented. The requirement for a high level and positive dynamics of labor productivity in an industrial cluster applying for state support is characterized as a desire to achieve not only direct economic results in the form of increasing the efficiency of the cluster, but also to increase the creative and innovative potential of the labor resources of the region, and, therefore to increase its competitiveness. The results of the analysis of the principles of organizing state support for innovative industrial clusters are presented. The conclusion is made about the need for close mutually beneficial cooperation between the industrial sector and the field of education, which contributes to strengthening the competitiveness of the region.
