Aim and Scope
The goal of the Baltic Economic Journal is to form a high level of economic scientific research based on modern scientific approaches and the widest possible range of available data sources, understanding economic events, phenomena and processes of the past and present.
Considerable attention is paid to the consideration of socio-economic and financial problems of regional and sectoral development with an emphasis on the fishery complex, represented by individual enterprises, clusters at the regional level, mainly coastal regions, as well as problems in general of the Russian fishery complex, including in aspects of economic and food security.

Open Access Policy
This is an open access journal. All articles are made freely available to readers immediatly upon publication.
Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review
Each material submitted for publication undergoes a review procedure for the purpose of its expert assessment. When submitting materials, an external review is provided; this does not exclude the usual review procedure.
The review of materials is carried out by a reviewer, who can be the editor of the journal, a member of the editorial board, the editorial board of the journal, or a specialist with the scientific specialization closest to the topic of the article. The editor-in-chief has the right to attract external reviewers (doctors or candidates of science, including practitioners) who are not members of the editorial board and (or) the editorial board. The editor-in-chief agrees with the reviewer on the deadline for submitting the review to the editorial office of the journal.
The reviewer cannot be the author or co-author of the reviewed materials, the author’s scientific supervisor, or an employee of the department in which the author works.
The reviewer, when sending him a Manuscript for review, is notified that this Manuscript is the intellectual property of the authors and is classified as information that is not subject to disclosure.
Reviewers are prohibited from:
- use the Manuscript for your own needs and the needs of third parties;
- disclose information contained in the Manuscript before its publication;
- transfer the Manuscript to another person for review without the consent of the editor-in-chief;
- use the materials contained in the Manuscript before its publication for your own interests.
The editors reserve the right not to provide the author of the article with information about the reviewer.
The material is submitted for review without indicating any information about the authors. The review must objectively evaluate the materials and contain a comprehensive analysis of its scientific and methodological advantages and disadvantages. The review is prepared in free form with the obligatory coverage of the following provisions:
- The relevance of the Manuscript submitted for publication.
- Scientific novelty of the research results discussed in the Manuscript.
- The significance of the problem statement or the results obtained for the further development of theory and practice in the field of knowledge under consideration.
- Modernity of research methods and statistical processing of materials.
- Acceptability of the volume of the Manuscript.
- The validity and expediency of using tables and illustrative material in the Manuscript, compliance with the topic being presented, and their relevance.
- Compliance of the conclusions with the purpose and objectives of the study.
- Clarity of presentation of the material: style, terminology, wording.
- The quality of the study of literary sources and the correctness of the design of bibliographic data.
The operative part of the review should contain substantiated conclusions about the materials as a whole and a clear recommendation on the advisability of its publication in the journal, refusal to publish, or the need for its revision.
Based on the results of the review, materials can be:
- approved for publication.
The final decision on accepting materials for publication in the journal is made by the editors;
- refusal to publish.
In case of a negative assessment of the Manuscript, the reviewer substantiates his conclusions and points out significant inconsistencies that influenced the decision.
- aimed at improving and eliminating comments.
If the materials do not meet one or more criteria, the reviewer indicates in the review the need to refine the article and makes recommendations to the author to eliminate the comments.
Publishing Ethics
The Editorial Board of the scientific journal "Baltic Economic Journal" adheres to the Code of Ethics for Scientific Publications adopted by the international community, developed by the Committee on Publication Ethics (COPE).
Editorial ethics combines and discloses the general principles and rules that should guide the interactions of participants in the scientific publication process: authors, reviewers, editors, publishers, distributors and readers.

Scientific publication ethics is a system of norms of professional behavior in the interactions of authors, reviewers, editors, publishers and readers in the process of creating, distributing and using scientific publications.
Editor - a representative of a scientific journal or publishing house, preparing materials for publication, and also maintaining communication with authors and readers of scientific publications.
Author - a person or group of persons (a group of authors) participating in the creation of a publication of the results of scientific research.
A reviewer is an expert acting on behalf of a scientific journal or publishing house and conducting a scientific examination of copyrighted materials in order to determine the possibility of their publication.
A publisher is a legal entity or an individual who publishes a scientific publication.
A reader is any person who has read the published materials.
Plagiarism is the deliberate appropriation of someone else's work of science or art, someone else's ideas or inventions. Plagiarism is a violation of copyright law and patent law and as such may entail legal liability.
Principles of professional ethics in the activities of an editor and publisher
In his activities, the editor is responsible for the publication of copyrighted works, which imposes the need to follow the following fundamental principles:
- when making a decision on publication, the editor of a scientific journal is guided by the reliability of the presentation of data and the scientific significance of the work in question;
- the editor must evaluate the intellectual content of manuscripts without regard to the authors' race, gender, sexual orientation, religious beliefs, origin, citizenship, social status, or political preferences;
- unpublished data obtained from manuscripts submitted for review must not be used for personal purposes or disclosed to third parties without the written consent of the author. Information or ideas obtained during editing and associated with possible advantages must be kept confidential and not used for personal gain;
- the editor must not allow information to be published if there are sufficient grounds to believe that it is plagiarism;
- the editor, together with the publisher, must not leave unanswered claims regarding the manuscripts reviewed or published materials; if a conflict situation is identified, they are obliged to take all necessary measures to restore violated rights.
Ethical principles in the activities of a reviewer
A reviewer carries out a scientific examination of the author's materials, as a result of which his actions must be unbiased, consisting of the following principles:
- a manuscript received for review must be considered a confidential document that cannot be transferred for review or discussion to third parties who are not authorized to do so by the editors;
- a reviewer is obliged to give an objective and reasoned assessment of the presented research results. Personal criticism of the author is unacceptable;
- unpublished data obtained from manuscripts submitted for review must not be used by the reviewer for personal purposes;
- a reviewer who, in his opinion, does not have sufficient qualifications to evaluate the manuscript or cannot be objective, for example, in the event of a conflict of interest with the author or organization, must inform the editor about his exclusion from the review process of this manuscript.
Principles that should guide the author of scientific publications
The author (or group of authors) understands that they bear primary responsibility for the novelty and reliability of the results of scientific research, which implies compliance with the following principles:
- authors of the article must provide reliable results of the conducted research. Deliberately erroneous or falsified statements are unacceptable;
- authors must guarantee that the research results presented in the submitted manuscript are completely original. Borrowed fragments or statements must be formatted with the obligatory indication of the author and the original source. Excessive borrowing, as well as plagiarism in any form, including unformatted quotations, paraphrasing or appropriation of rights to the results of other people's research, are unethical and unacceptable;
- it is necessary to acknowledge the contribution of all persons who in one way or another influenced the course of the research, in particular, the article must provide references to works that were important in the study;
- Authors should not submit to the journal a manuscript that has been submitted to another journal and is under consideration, or an article that has already been published in another journal;
- All persons who have made a significant contribution to the study should be listed as co-authors of the article. Persons who did not participate in the study should not be listed as co-authors;
- If the author discovers significant errors or inaccuracies in the article at the stage of its consideration or after its publication, he/she should notify the editorial board of the journal as soon as possible.

Disclosure and Conflict of Interest
Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.
Plagiarism detection
“Baltic Economic Journal" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.
Preprint and postprint Policy
Prior to acceptance and publication in “Baltic Economic Journal", authors may make their submissions available as preprints on personal or public websites.
As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in “Baltic Economic Journal" we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.

Revenue Sources
The publication of the journal is financed by the funds of the parent organization, at the expense of the publisher, publication of advertising materials, publication of reprints, article processment charges.
