Рыбохозяйственный комплекс: обзор моделей и инструментов управления

Abstract
Выполнен анализ моделей и инструментов управления российским рыбохозяйственным комплексом Цель исследования — выявить сильные и слабые стороны существующих управленческих моделей для разработки научно обоснованной стратегии, соответствующей международным стандартам ФАО и ЮНКЛОС. Основные результаты включают классификацию моделей управления. Выявлены доминирование концептуальных моделей, слабая интеграция социальных данных, фрагментарность управления логистикой. Перспективные инструменты охватывают DEA-анализ и модель Мальмквиста для оценки эффективности, цифровизацию цепочек поставок (блокчейн, сквозная прослеживаемость), а также экосистемный подход, балансирующий экономические, социальные и экологические факторы. Выводы подчеркивают необходимость перехода к адаптивным экосистемным моделям, внедрения количественных методов (машинное обучение, DEA) и цифровых платформ.
