Public-private partnership as a tool of socio-economic development of the Kaliningrad region

Abstract
Public-private partnership is one of the forms of mutually beneficial cooperation between public authorities and private investors and allows attracting labor, economic, financial and intellectual resources to the economy. The article discusses the use of public-private partnerships in the economy of the Kaliningrad region, it is established that the region has reduced the development of public-private partnerships in 2021 in the rating of Russian regions, in the last three years not a single new PPP agreement has been concluded. To activate private business and attract investment in regional projects, it is necessary to create a single integrated system of regional initiatives, which should offer private investors clear benefits that they can receive when investing in PPP projects. The author defines the conditions for the development of public-private partnership in the region and the socio-economic benefits that the authorities and the population of the region will receive from such cooperation.
