REGIONAL AND SECTORAL ECONOMY
Public-private partnership is one of the forms of mutually beneficial cooperation between public authorities and private investors and allows attracting labor, economic, financial and intellectual resources to the economy. The article discusses the use of public-private partnerships in the economy of the Kaliningrad region, it is established that the region has reduced the development of public-private partnerships in 2021 in the rating of Russian regions, in the last three years not a single new PPP agreement has been concluded. To activate private business and attract investment in regional projects, it is necessary to create a single integrated system of regional initiatives, which should offer private investors clear benefits that they can receive when investing in PPP projects. The author defines the conditions for the development of public-private partnership in the region and the socio-economic benefits that the authorities and the population of the region will receive from such cooperation.
Ensuring food security is one of the dynamically developing areas of scientific and applied research. Its relevance is due to the recently aggravated problems in the supply of food to the population, which are closely related to issues of economic and national security. In the conditions of our country, the solution of the problems of ensuring food security is complicated by the remaining significant differences in the level and pace of economic development of the Russian regions. The purpose of the article is to systematize scientific ideas about the role and place of food security in the processes of sustainable development. The article discusses the essence and key components of the concept of food security in its connection with the maintenance of sustainable development processes, formulates a universal methodological approach that can become the basis for a quantitative assessment of the level of such security. In particular, an integral indicator of food security is proposed, which includes a number of private criteria that quantitatively and qualitatively characterize various aspects of food security. Based on a brief analysis of the key parameter of food security - the economic availability of food, supplemented by other parameters, the author comes to the conclusion that ensuring sustainable food security in our country should become an integral part of socio-economic development plans at all levels of government.
FINANCE
One of the key tasks of the development of any economic system is to create conditions for sustainable economic growth, innovative development and modernization, which can be ensured by improving the use of attracted resources and available economic potential. In modern conditions the state economic growth rate is slowing down and new barriers to foreign capital are appearing, leading to the fact that since 2015 the Russian economy has been acutely experiencing a shortage of long-term financial resources. The increase in their volumes and improvement of quality indicators will provide long-term functioning of the economic system. The purpose of the study is to consider the theoretical foundations of household savings as a source of attracting "long" money in the Russian economy. They act as the most important domestic investment resource. The implementation of long-term investment by the population has a positive impact not only on ensuring the inflow of financial resources in the economy, but also on the growth of the welfare of the population. The article presents the typology of savings forms on the basis of their organization. An overview of the most popular financial instruments of fundraising is given. A brief characteristic of the mechanism of transformation of savings into investments is given. The conclusion contains conclusions about the improvement of investment mechanisms at the expense of population's savings.
The presented scientific article deals with issues related to the assessment of financial and economic performance of the enterprise of the agro-industrial complex of the Kaliningrad region. The calculation and analysis of the dynamics of the main financial ratios of the organization for 3 years is made, and recommendations are made to improve the efficiency of its activities.
The article examines the financial system of Ars Medica LLC, assesses the structure of assets and sources of financial resources, also assesses the liquidity of the balance sheet and financial stability of the enterprise, the results of which revealed the problems of the asset structure and proposed measures to improve the financial strategy in the face of sanctions.
Based on the analysis of statistical indicators (real disposable income, consumer price index, financial assets of households and forms of savings), behavioral characteristics of individuals when making financial decisions are revealed in the article. The study of these statistical indicators and factors and psychological biases affecting the decision-making process of a financial nature by individuals allowed us to conclude about deviations from the principles of rational behavior, which can be attributed to the characteristic features of the Russian market.
WORLD ECONOMY
The object of the study was the countries of the European Union (EU) of the Baltic region: Latvia, Lithuania, Poland, Estonia, which became members of the EU in May 2004, (included in the group of EU 13 countries), Germany, Denmark, Finland, Sweden, which became members of the EU before May 2004, (included in the group of EU 14 countries). For these countries, indicators of the dynamics of the economic development of the country were determined, which made it possible to quantify the level of economic development of the country, and indices of indicators of the dynamics of economic development of the country were calculated, which are necessary for quantifying changes in the level of economic development of the country. These indices made it possible to calculate for each EU country in the Baltic region an Index of the dynamics of the country's economic development, which gives a generalized quantitative assessment of the dynamics of the country's economic development. A detailed analysis of the obtained indicators of the dynamics of the economic development of the country and the calculated indices of these indicators, as well as the calculated Indices of the dynamics of the economic development of the EU countries of the Baltic region. Conclusions are drawn about the dynamics of economic development of these countries, it is shown that the dynamics of economic development of the country, not only the countries belonging to the group of EU13 countries, are very different from the countries belonging to the group of EU 14 countries, but also within each group of countries, the EU countries of the Baltic region differ very significantly in the dynamics of economic development, the leading countries are identified and outsider countries in terms of the dynamics of the country's economic development among the EU countries of the Baltic region.
